HealthCare Reform

With all the confusion surrounding HealthCare Reform, you need a trustworthy source you can turn to for answers. We can interpret the new healthcare policies that have been signed into law; so you understand what it all means and how you will be affected. Visit this page periodically for updates and new information as things change in Washington.

The following changes take place for all health plans:

  • Lifetime limits - plans may not impose lifetime dollar-limits on essential benefits
  • Rescissions - no rescissions are permitted, except in cases of fraud or intentional misrepresentation
  • Coverage for adult children - children may stay on their parents' policies until age 26 if coverage isn't available through their work, regardless of their marital status
  • Pre-existing conditions - group plans and new individual plans may not impose pre-existing condition exclusions for children under 19

The following changes take place for all new plans:

  • Preventive services - new policies must cover the full cost of preventive care
  • Appeals - new minimum requirements go into effect for internal and external claims appeals processes
  • Patient protections - plans that require a primary care provider (PCP) must allow each member to designate any in-network PCP, or pediatrician for children, for new patients
  • Annual limits - annual limits are restricted by Health and Human Services

Some consumers think a large chunk of their premiums fund administrative expenses and corporate profits. That's not true at Blue Cross Blue Shield of Michigan, which is a non-profit company.

Medical expenses account for about 91 cents of each premium dollar and only nine cents support administrative costs. Costs related to administration include:

  • negotiating contracts with providers who offer care management services
  • paying limited state and federal taxes
  • 1% durable medical products
  • 1% nursing home and health care
  • 9% other (lab tests, psychologists, dental, vision, etc.)
  • 9% administration
  • 21% prescription drugs
  • 23% physician services
  • 36% hospital car
